基于专利的区域科技研发人才分析

通过分析授权发明专利的发明人相关数据来发现研发人才分布特征是一种新探索，解决了战略性新兴产业分类、专利IPC分类和研发人才领域分类对应关系复杂的问题，完成了对15个副省级城市专利发明人分领域相关数据的提取建库和一个样本城市细分领域研发人才的数据建库，进而比较分析研发人才分布特征，并耦合分析相关新兴产业发展态势。     

For green or not for green? The effect of cooperation goals and type on environmental performance

Although many scholars have demonstrated that companies engaged in collaborations achieve better environmental performance than other companies, existing studies have not analyzed in depth whether this effect changes considering the characteristics of cooperation. Our paper aims to explore whether collaboration with other companies always has a positive effect on environmental performance or whether it depends on cooperation goals, collaboration type, or company size. Empirical analysis based on a sample of 773 European companies demonstrated that an external source of knowledge is an important way to foster firms' environmental proactivity, especially when environmental goals are shared at the basis of collaboration. Second, we verified that companies involved in JVs with environmental goals achieve greater environmental performance than companies that use M&As to acquire external knowledge. Finally, we demonstrated that it is more important for small companies to be involved in environmental collaboration than larger ones.     

International joint ventures research on Africa: A systematic literature review,propositions, and contextualization

This study reviewed the research on international joint ventures (IJVs) in Africa up to 2017. The authors performed a systematic search of peer‐reviewed good‐quality research using the 6W procedure and ensured the quality of the review by using the 5Cs quality criteria. The content analysis was focused on four research questions. A total of 22 relevant studies were found. Overall, only about one‐third of the lead authors were affiliated with African universities. A majority of the studies were quantitative, and 78% of the studies were done for three countries: Ghana, Morocco, and Nigeria. There was either just one or no study on trust and conflict, partner selection, and human resource management (HRM). At the contextual level, it seems the most important factor influencing IJV strategy and success is institutions. We therefore suggest a greater use of institutional theory. Finally, we present a summary of conceptual framework and four propositions to guide future research.     

论加强地勘单位人才队伍建设

随着地勘业务的不断拓展,笔者深深感到人才已是制约地勘单位发展的重要瓶颈,必须创新机制,大力实施"人才兴院"战略,最大限度发挥人才作用,才能保持单位地勘经济的快速发展。     

环境质量变化对游客福利的影响——基于旅行费用和条件行为联合数据

环境质量是影响游客旅游需求及福利的重要因素,但单一使用陈述性偏好法或揭示性偏好法仍存在诸多局限性。为探究环境质量改变对游客需求及福利变化的具体影响,结合旅行费用与条件行为数据,在明确现有环境质量状况下景区价值基础上,评估环境质量改善与恶化两种情景下,游客消费者剩余的变化。结果表明,环境质量改变直接影响旅行次数,从而增加或减少消费者剩余,但不会通过影响游客旅行费用间接改变消费者剩余,实际行为与条件行为数据偏好存在一致性;白洋淀景区当前消费者剩余为909.09元/次;环境质量改善使游客平均旅行次数增加1.45次/年,并使每位游客每年的消费者剩余增加1 318.18元;环境质量恶化使游客平均旅行次数降低1.41次/年,并使每位游客每年的消费者剩余减少1 281.81元。     

失信联合惩戒的正当性及其立法限度

失信联合惩戒基于其强大的威慑力,成为当前社会信用立法中的关键制度设计。目前如火如荼的社会信用立法及实践中失信联合惩戒的范围有不断扩容的趋势。通过探讨失信联合惩戒正当性基础并厘清其所涉及的公权与私权、惩戒与激励、市场与政府三重关系,间接勾勒失信联合惩戒的范围和框架。在此基础上,有必要明确失信联合惩戒在信用立法中的定位,审慎设置联合惩戒措施,触发机制方面亦需进行关联性、确定性、谦抑性的限制,以实现在寻求最大共识基础上的引领性、基础性法律制度构建的目标,逐步推动信用治理法治化,培植整个社会的信用秩序。     

The architecture of R&D joint projects: the social network analysis approach

This paper examines the effect of network properties on the performance R&D joint projects. In particular, we examine the impact of network cohesion, diversity and shape on the performance of these of exploration and exploitation R&D projects. We test these measures using data on projects from European R&D networks developed under the framework of Eureka projects. The empirical results indicated some network properties enhance the project’s performance and these differ depending on the kind of technological project developed. Our results suggest a lower heterogeneity, greater cohesion and network centralisation in exploitation than in exploration projects. Our findings show different types of structures depending on the aim of the joint project and that there exist different degrees of cohesion between the partners that comprise the core and the peripheral nodes.     

一种多传感器空情信息融合算法

针对防空指挥系统快速反应决策能力要求,给出了可行的系统信息融合处理软件组成结构及功能描述,提出了一种适用于快速空情信息融合的通用信息融合处理方法和模型算法。建模过程中,提出的信息融合处理方法和模型算法将防空指挥系统信息融合的复杂过程条理化、公式化和数字化。仿真结果证明,该方法是正确和有效的。目前,该方法已应用到实际工程中。     

美军分布式通用地面站系统的发展现状与趋势

作为美军情报接收、处理和分发的主要系统,近年来,分布式通用地面站系统（DCGS）在全球信息栅格(GIG)、云技术、大数据等新兴信息技术推动下取得了显著建设成果。简要介绍了美军各军种DCGS系统的项目进展,重点总结了空军DCGS-AF系统和陆军DCGS-A系统的发展现状及技术特性,包括DCGS-AF Block 10.2和DCGS-A 3.0 Griffin软件基线的架构和能力等,结合DCGS系统在伊拉克和阿富汗战场的作战应用分析了系统的未来发展趋势,以期为相关人员提供参考。     

基于贯通综合素养成绩评价基础上的贯通素养教育

我校自2015年开始实施高端技术技能人才贯通培养项目,到今年已经进入第四个招生季。贯通培养项目基础教育阶段财贸素养教育的实施逐渐成为这个项目的关注点。本文通过实证研究,对2015级、2016级及2017级三届贯通学生素养教育的实施和素养成绩的评价进行深入研究,探索出我校贯通培养项目基础教育阶段实施财贸素养教育的教育主题、教育实施体系以及方法和途径。
